Parameters:
hid_t idIN: Identifier for the property to query
const char * name    IN: Name of property to check for

Description:

H5P_EXIST determines whether a property exists within a property list or class.

Returns:

Returns a positive value if the property exists in the property object.

Returns 0 if the property does not exist in the property object.

Returns a negative value when the function fails.
